Aqua Refinery Limited or better known by its acronym, ARL, plans to establish a state of the art oil refinery in Ghorashal, Bangladesh in 2017.

The country’s oil consumption has been increasing steadily over the past four decades. It was consuming approximately 1.2 million tons in the early 80s and this has increased 4x to around 4.8 million tons. Bangladesh has been importing a majority of its octane requirement to date, and where possible, converting petrol into octane through expensive processing methods such as using Octane Booster.

To assist in the country’s energy requirements, ARL is working towards establishing a catalytic reforming unit capable of processing crude oil and gas condensate.

The company’s products, octane, diesel and LPG will be marketed through state owned company, Bangladesh Petroleum Corporation. This will in turn be used in electricity generation, irrigation, industrial and domestic use.

This project is being spearheaded by Bangladeshi industrialists Ramzul Seraj, Sajedur Seraj and Irshad Hoosain.

Hired professionals and support staff under the direct supervision of Mr. Ramzul Seraj, the Managing Director of the company, will manage the implementation of the project. Foreign experts with sufficient experience will directly look after the technical affairs of the implementation. Local consultants will be engaged for structural design of buildings, electrical and mechanical works including preparation of cost estimates and supervision of construction. ARL will employ its own engineers and supervisors to oversee the construction work. Local and foreign experts shall be responsible for installation of machinery, trial production. The project is likely to go into commercial operation within December, 2018.

The refinery will have a yearly crude processing capacity of 2500 barrels per day.

Mr.Ramzul Seraj aged 63, is highly educated person and has obtained M.S degree in chemical engineering from U.K. He is Managing Director of the company. He is holding a very respectable position in industrial, banking and trading sectors of the country for his successful entrepreneurship. He started his carrier as a Director of Elite Group of industries in 1981 and formed along with his family member various industrial unit like Elite International exporter of tea, Octagon Fibres & Chemical Industries Ltd. which is one of the largest paint manufacturer in the country and Aqua Mineral Turpentine & Solvents Plants Ltd. He is also the Managing Director of Elite Garments Industries Ltd. and Elite Iron & Steel Industries ltd. These industrial undertaking are being managed by a group of efficient executive under his direct management & supervision. Mr.Ramzul Seraj was also the sponsor Director & Vice Chairman of Arab Bangladesh Bank Ltd. which is first and largest banks in the private sector of Bangladesh.

Mr.Sajedur Seraj aged 47, is DMD of the company. He is a AICB from Chartered Institute of Bankers of U.K & B.Sc Hons. in Bank Management from university of Manchester U.K. and is a director of Elite Group of Industries. Presently he is sponsor share holder of AB Bank. He was a Director and Vice Chairman of AB Bank Ltd.

Mr. Irshad Hoosain aged 63 with a bright educational carrier is a Director of the company. He is one of the prominent business personalities in petroleum and garments business in Bangladesh. At present he is the president of Petrochemical & Refiners Association of Bangladesh.
